Filming on the Trinity Estate Recent filming includes:
he estate, particularly Trinity Church Square, has been used for many years and this use is likely to increase now that through traffic has been stopped.

TNRA, Trinity House and the Council all have policies on filming.

Council Policy
Because of the increasing use of parts of the borough by film and television companies, Southwark Council has appointed a film officer, Andrew Pavord, to oversee arrangements. T

Andrew Pavord says that any company wishing to film on the estate must be told that there are three bodies to inform and to seek permission from: Southwark Council, Nelson Bakewell (for the landlords), and TNRA for the residents. As the owner of the roads, Southwark Council will not permit any filming to take place unless the other two bodies have given their consent. If consent is given, the council will issue a licence to the company.

The council will also:

  • issue permits for film vehicles to park on pay and display bays, yellow lines or in residents bays;
     
  • only suspend any parking bays if absolutely necessary and, in this case, if possible provide alternative parking (by temporarily converting a pay and display bay into a residents bay) so that residents are not inconvenienced;
     
  • not issue parking tickets to residents because of any filming related suspension of bays (if a ticket does get issued in error, the recipient should appeal immediately to the location manager or to Andrew Pavord);
     
  • insist that the film company sends a letter to all the affected residences at least four days in advance of a shoot, giving phone numbers to call in case of any problems.

Trinity House Policy
As agents for Trinity House, Nelson Bakewell have a policy to deal with requests for filming on the Estate. This includes:

  • ...that Trinity Newington Residents° Association be informed of applications to The Corporation for filming on The Estate where there is likely to be intrusion and the view of the TNRA will be taken into account when approving applications.

TNRA°s Policy
When informed about an application for filming, TNRA will:

  • usually refuse permission for any filming in late evening or night time;
     
  • investigate and seek residents° views on any filming for more than one day or over a holiday weekend;
     
  • if there is not time for the above, refuse permission;
     
  • make sure that no section of the estate is over-used for filming;
     
  • ask the location manager of the film company to notify in writing all residents who will be affected by the filming or parking of associated vehicles;
     
  • ask the location manager to talk to residents close to the filming who may be disturbed by it and offer them compensation;
     
  • if appropriate, negotiate a fee for TNRA, as compensation for the general disruption to all residents;
     
  • use fees from filming for TNRA events and activities to benefit the whole range of residents.

If you are approached by a film company, please tell TNRA so that we can:

  • ensure that the council and Nelson Bakewell are also informed;
     
  • check what is proposed and consider the impact on residents;
     
  • seek residents° views on any proposal for large or lengthy projects.

During filming, TNRA asks you:

  • to move your vehicle to alternative parking, if requested;
  • if you get a parking ticket (which you should not), to appeal to the location manager with the film crew or to Andrew Pavord, Southwark filming officer;
  • if you experience any other problems, to speak to the location manager and tell TNRA, so that we can monitor the effect of filming on the community.
